Hyper Red Lvl4 is obtainable from the Tomb Robbery, in order to get a lvl4 one, you need to have a lvl3 hyperchrome in your inventory.
As the grinding season is coming to an end, a lot less people are willing to trade for Red LVL4. While other LVL4's at above average can still get quite decent offers, the same cannot be said about Red LVL4, which usually only goes for base value, or slight overpays in downgrades. This clearly isn't nearly as good as it once was, and has fallen off in demand quite significantly, deserving of a drop.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
