Hyper Purple Lvl4 is obtainable from the Power Plant Robbery, in order to get a lvl4 one, you need to have a lvl3 hyperchrome in your inventory.
As the grinding season is coming to an end, a lot less people are willing to trade for Purple LVL4. While other LVL4's at above average can still get quite decent offers, the same cannot be said about Purple LVL4, which usually only goes for base value, or slight overpays in downgrades. This clearly isn't nearly as good as other above average demanded hyperchromes (such as Red LVL4), therefore it should drop down to average.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
