Hyper Blue Lvl3 is obtainable from the Cargo Plane Robbery, in order to get a lvl3 one, you need to have a lvl2 hyperchrome in your inventory.
Since the most recent change to Blue LVL3, 19M+ offers have become far more common than they were a few days ago. It can very consistently go for 19-19.5M, and even 20M without much issues. This is mostly caused by it being quite a rare item, as well as the big gap that exists between LVL3 and LVL4 Blue (which is over 25M!), which has caught the attention of some traders, which have then started overpaying for Blue LVL3. Therefore another rise is required as it continues to get more than it's current stated value.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
