Hyper Blue Lvl3 is obtainable from the Cargo Plane Robbery, in order to get a lvl3 one, you need to have a lvl2 hyperchrome in your inventory.
Recently, a lot more people have found interest in trading for Blue LVL3 (most likely to grind it to LVL4/5), due to this it can now often get good offers, even overpays (such as Banana Car + 1.5-2M, or Duped Icebreaker + occasionally adds). Its demand is way better than some other above average items currently (such as Banana Car or Duped Icebreaker), despite it currently being below those in demand.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
