Hyper Red Lvl3 is obtainable from the Tomb Robbery, in order to get a lvl3 one, you need to have a lvl2 hyperchrome in your inventory.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
LVL3's are performing quite well currently, Red LVL3 being no exception to this. It can get 5.5M in mid-good demanded items relatively easily (and may sometimes even get 6M in good demands), as well as it getting quite decent overpays in lower demanded items, due to it currently being quite a very good item to trade for at the moment.
