Hyper Blue Lvl2 is obtainable from the Cargo Plane Robbery, in order to get a lvl2 one, you need to have a lvl1 hyperchrome in your inventory.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
Blue LVL2 has been performing better than Diamond LVL2. Whilst being the same value, Blue LVL2 is more capable of pulling 3M cars (such as Airtail or Brulee), or other items, which are also at average demand (such as Yellow LVL3), all of which Diamond LVL2 sometimes struggles to get. Blue LVL2 is no longer equal to Diamond LVL2, and is instead much better than it, therefore a change in demand is needed.
