Hyper Blue Lvl2 is obtainable from the Cargo Plane Robbery, in order to get a lvl2 one, you need to have a lvl1 hyperchrome in your inventory.
As the entire lineup of HyperBlues are doing rather mid lately, Blue LVL2 is no exception to this, and is not being looked for as much as it was before, and it getting worse offers. It no longer can commonly and easily get orion and its demand is clearly less. Less traders trade for this due to that, and its demand is more comparable to that of Snake's. Supply is widely distributed — no single holder owns enough to register as a hoarder.
