Hyper Yellow Lvl3 is obtainable from the Cargo and Passenger Train Robberies, in order to get a lvl3 one, you need to have a lvl2 hyperchrome in your inventory.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
LVL3's are performing quite well currently, Yellow LVL3 being no exception to this. It can get 3M in mid demanded items relatively easily, and can get decent overpays in lower demand, due to it currently being quite a decent item to trade for at the moment.
