Hyper Green Lvl3 is obtainable from both Bank Robberies, in order to get a lvl3 one, you need to have a lvl2 hyperchrome in your inventory.
Following the drop in demand of Green LVL4 and LVL5, the LVL3 has also been performing quite significantly worse. More and more people would rather trade for Orange LVL3 instead of Green LVL3, causing Green's demand to fall off as a result. Currently it has quite similar demand as Yellow LVL3 and Orange LVL3.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
