Hyper Green Lvl3 is obtainable from both Bank Robberies, in order to get a lvl3 one, you need to have a lvl2 hyperchrome in your inventory.
Green LVL3 has been performing relatively well recently, with many people looking for them due to crater bank being removed in the next update. As the live event gets closer, more people have been looking for Green LVL3, and are willing to overpay for it as they most likely know it will rise once it becomes harder to get. Green LVL3 in particular has been pulling Torero/JB8 without much trouble, with items such as Orion struggling to get it, despite being at the same value as it at the moment. This is simply nearly impossible to get for 3.5M at the moment, as most owners demand 4M for one right now.
