Hyper Green Lvl3 is obtainable from both Bank Robberies, in order to get a lvl3 one, you need to have a lvl2 hyperchrome in your inventory.
Green LVL3 hasn't been performing all too well recently. With most grinders being quite unwilling to trade for it, as most of them would rather trade for the much cheaper Yellow LVL3, or more profitable Orange LVL3 (as it yields more profit potential, at a lower value). As a result, most traders are quite uninterested in trading for Green LVL3, which causes its demand to suffer as a result.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
