Hyper Purple Lvl3 is obtainable from the Power Plant Robbery, in order to get a lvl3 one, you need to have a lvl2 hyperchrome in your inventory.
Purple LVL3 hasn't been performing all too well recently. With most grinders being quite unwilling to trade for it, as most of them would rather trade for the much cheaper Red LVL3, or more profitable Pink LVL3 (due to the higher levels performing well). As a result, most traders are quite uninterested in trading for Purple LVL3, which causes its demand to suffer as a result.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
