Hyper Orange Lvl3 is obtainable from the Museum Robbery, in order to get a lvl3 one, you need to have a lvl2 hyperchrome in your inventory.
Orange LVL3 has been performing quite well in trading, often going for Snake + small adds or Orion M42, especially from grinders. It is performing far better than Green LVL3, and is more comparable to Red LVL3 or Purple LVL3 (albeit still a bit worse than them). Grinders are also willing to pay more than Orion M42 for it at times.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
