Hyper Orange Lvl3 is obtainable from the Museum Robbery, in order to get a lvl3 one, you need to have a lvl2 hyperchrome in your inventory.
As the grinding season is coming to an end, a lot less people are willing to trade for Orange LVL3. While it's still undoubtedly performing quite good, it no longer performs a lot better than other average demanded hyperchromes (such as Yellow/Green), or similarly to above average ones (such as Red/Purple), therefore it should drop down to average.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
