Hyper Pink Lvl3 is obtainable from the Crown Jewel (also known as Casino) Robbery, in order to get a lvl3 one, you need to have a lvl2 hyperchrome in your inventory.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
As the higher levels are still performing terribly, Pink LVL3 is also performing poorly as a result. While some traders may still look for it, the offers are usually lowballs now. PinkLVL3 can only get ~10M offers now as a result.
