Hyper Pink Lvl3 is obtainable from the Crown Jewel (also known as Casino) Robbery, in order to get a lvl3 one, you need to have a lvl2 hyperchrome in your inventory.
Pink LVL3 performs rather similarly to other average demanded LVL3's (such as Green or Orange), despite currently being at below average. This can easily get base from normal traders, and even overpays from grinders, something that Diamond LVL3 can't achieve (and they're currently at the same demand).
Supply is widely distributed — no single holder owns enough to register as a hoarder.
