Hyper Orange Lvl2 is obtainable from the Museum Robbery, in order to get a lvl2 one, you need to have a lvl1 hyperchrome in your inventory.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
With grinding becoming more accessible and easier, Orange LVL2 has gotten vastly more common over the last few weeks (or even months), no longer being comparable to other hyperchromes at the common rarity.
