Hyper Blue Lvl5 is obtainable from the Cargo Plane Robbery, in order to get a lvl5 one, you need to have a lvl4 hyperchrome in your inventory.
With more people being interested in hyper grinding, there's a lot less interest in trading for LVL5's, Blue being one of them. While it can still get good overpays, its nowhere near as good as it once was, and generally Blue LVL4 gets way better overpays than Blue LVL5 does (its demand is lower due to it being rarer).
Despite the clean variant doing amazingly currently, the duped variant isn't performing all that well. With it only going for base value in mid demands, or even lowballs at times (with some owners even taking as low as Beignet for it). This is also very common to find unlike the clean one, which ruins its demand quite a lot.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
