Hyper Blue Lvl4 is obtainable from the Cargo Plane Robbery, in order to get a lvl4 one, you need to have a lvl3 hyperchrome in your inventory.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
While Blue LVL4 can still get quite decent overpays due to it being rare, the overpays mainly come from hyper grinders now which are looking for the color to level it up. Most traders aren't really willing to trade for this anymore, as they would rather trade for different items instead. Its demand is comparable to that of Void rims or Diamond LVL4.
