Hyper Blue Lvl4 is obtainable from the Cargo Plane Robbery, in order to get a lvl4 one, you need to have a lvl3 hyperchrome in your inventory.
Unlike other LVL4's, Blue LVL4 has maintained quite decent demand (due to its rarity), and can consistently get over it's current base value of 39M. It's actually quite difficult to get a Blue LVL4 for only 39M, as most owners expect upwards of 40M (and in rare cases even more). It's most common offers include: Beignet, Proto-8 + Iceborn/Brulee or Red/Purple LVL5 + Carbonara.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
