Hyper Blue Lvl4 is obtainable from the Cargo Plane Robbery, in order to get a lvl4 one, you need to have a lvl3 hyperchrome in your inventory.
Due to its immense rarity, Blue LVL4 has proven itself to be insanely hard to get for 38M, with it often going for overpays of up-to 40M (and at times even more). While the demand for it isn't as good as other LVL4's (such as Diamond or Red), it easily gets way better overpays than both due to how rare it is to spot in trading. Its most common offers include: Checkers + adds (around 1M), Purple/Red LVL5 + adds (around 4-5M) or Beignet (Blue LVL4 side occasionally adds, however getting Beignet for Blue LVL4 alone is also possible).
Supply is widely distributed — no single holder owns enough to register as a hoarder.
