The RTX rim was obtainable in Season 5. "Let the Memes Begin" by reaching level 9.
Unlike other cosmetics which have eventually recovered (like Gradient Pixel), the same never happened to RTX rim. It's still performing quite terribly, and is often avoided by traders, and even lowballed, due to how terribly it performs in trading. Most traders going for a cosmetic at this price range would rather trade for Spinner, Gradient Pixel or even Diamond LVL3 over RTX, as all of those perform a lot better than it.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
