The Blue Portal Rim was previously obtained by buying the Walmart Discovery Pass for 199 robux during the Walmart Event. After the event ended the rim became limited and tradeable.
Blue Portal is hoarded by 4–5 people, with around 713 in total (which is around 117% of the current circulation). The hoarders of other hoarded rims, such as Planetary, Wagon Wheel, and Icicle, have lower amounts but still have the hoarded tag. Therefore, there isn’t really a reason for Blue Portal not to have the hoarded tag as well. Suggestion made by: @iamabot0619
