The Retrowave rim was obtainable in Season 23: "Back to the 80's" by reaching level 9.
Despite its rather high MU count of ~200, Retrowave has been getting more difficult to find in trading due to the main hoarder collecting more of them (and even overpaying in the process, often giving ~2M for one). It's rarity should be changed to very rare and the projected tag should be added as a result of this.
