The Laser Cannon was obtainable in Season 13: "Become a Supervillain" by reaching level 9.
While Laser Cannon is still performing insanely well, it's very unlikely that it will rise much further now. It has already risen quite significantly, and the overpays it gets aren't as impressive as they once were a few days ago. It may rise a bit more, however calling it a rising item is quite misleading now, therefore the tag should be removed.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
