The Laser Cannon was obtainable in Season 13: "Become a Supervillain" by reaching level 9.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
Laser Cannon, while not performing much better than before, is not really fitting to be at above average. It performs amazingly in trading, and getting it for base (even in higher demands) is nearly impossible. It usually goes for Drip + Parisian + small adds or Power1 + Torero + small adds, both of which were placed a demand tier above Laser Cannon previously.
