The Lightning was obtainable by reaching level 40 on the police team in OG Season 2. Alongside that you needed to buy it for 5k cash.
Lightning like other cosmetics is currently being hoarded with 70% of the circulation split between 2 players and they are actively looking for more. There is only 30% of lightning circulation which is very little considering its low MU of ~108 which is why it should be hoarded. Suggestion made by: @ekm.x21
