The Lightning was obtainable by reaching level 40 on the police team in OG Season 2. Alongside that you needed to buy it for 5k cash.
There are currently 2 textures with the "Very Rare" rarity - Old Town Road with ~120 monthly unique and Earthquake with ~150 monthly unique. Lightning currently has ~125 monthly unique, less than Earthquake and only 1 more than Old Town Road. Because of this, the "Rare" rarity is outdated for Lightning and it should be considered as "Very Rare". Suggestion made by: @ricearoni2015
