Supply is widely distributed — no single holder owns enough to register as a hoarder.
Circuits sits at an mu of around ~158, which is very low for an item that is uncommon. You don't see this item as much and other items that were in this pass such as Ionize, Overdrive, etc. Comparing this item to other uncommon textures you see there is a big jump such as Orange Pixel which sits at uncommon and has at mu of ~409, a significant jump from Circuits. Comparing it to another rare texture such as Armor which sits at an mu of -178, which is actually MORE then Circuits while it is more rare then it? Circuits definitely deserves the rare rarity.
