The Flaming was obtainable in Season 6: "Race to the Top" by being in the top 5% when the season ended.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
While Flaming isn't a bad cosmetic, it simply isn't as good as other very low demanded cosmetics (such as OG Rocket Thrusters or Aquatic), and only a select few people look for it (having similar demand to that of Lava or Digital Confetti).
