Supply is widely distributed — no single holder owns enough to register as a hoarder.
Tumbleweed is an extremely rare item to come by, with a very little MU count of ~69 (which is more than other extremely rare items), as well as it being a heavily stacked item by traders, its extremely difficult to spot one in trading.
