While Shipwheel rims have quite a low MU count of only around ~110, it's high copy count of 28.8K suggests that it mostly sits in people's inventories, due to the rim having little to no demand. It's copies are nowhere near similar compared to other very rare items, which are all a lot rarer than it, therefore it should be dropped down to rare.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
