The Beadlock rim was obtainable in Season 9: "New Journey" by reaching level 6.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
Beadlock sits at a MU of 97, while also being a fairly old rim from S9, showing that rims in this old are already accepted as very rare. Generally, rims with an MU under ~100 are considered very rare, and Beadlock fits into that category quite well, as it is also fairly old. Along with being an older rim, this adds even more to its scarcity over time. Because of these factors, Beadlock clearly fits in the very rare category, as its availability matches other rims at "very rare" (like Shuttershade or Shipwheel). Suggestion made by: @randomguy_346
