The Turbocharged was obtainable in Season 32: "Street Racers" by reaching level 8.
Turbocharged Spoiler is the newest L8 reward from the season. Its comparable to other 250K items such as (but not limited to) Trophy Wings, Retro Racer or Torii Gate, and is very much interchangeable with those.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
