Supply is widely distributed — no single holder owns enough to register as a hoarder.
Trade Sail's current MU count is at ~130, which is similar to most other rare items (such as Rally or Jungle Vine), and even lower than some rare items (such as Spyglass which is at ~160), despite Trade Sail being at uncommon.
