The Gap Cam was obtainable in Season 32: "Street Racers" by reaching level 5.
Similarly to Nitro Spark, many traders are also interested in trading for Gap Cam aswell. With it often getting 500K items (even with adds at times), and rarely even 750K items (such as OG Rocket Thrusters or Fall Chrome). Calling this a minimal cosmetic is quite harsh, as its a lot better than majority of those.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
