The Cash Spitter was obtainable in Season 10: "Rich & Famous" by reaching level 7.
This may come as a surprise, but Cash Spitter isn't performing as badly as it might seem. It's nowhere near as bad as Galactic Carbon and can occasionally pull pretty decent offers, such as Macaron and, more rarely, Carbonara.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
