The Wild West Wagon was obtainable in Season 18: "Wild West" by being in the top 2% when the season ended.
While the Wild West Wagon has a relatively high MU for it to be a rare item (~130), its significantly rarer than the other uncommon items (such as IfIHadOne or Arcade Sports Machine) and should therefore be adjusted to rare.
