The Cosmetic Safe was previously available in the Tier 4 safe (which costed 75k per safe), however it's been retired and now it became a limited.
Cosmetic Safe actually isn't that rare of an item; with around 47K copies, it is far from being very rare. The reason for its low mu is simply that nobody wants this item and it's just rotting in inventories. Suggestion made by: @xdaniell
