The Tuner AC was obtainable in Season 32: "Street Racers" by reaching level 3.
Tuner AC being the L3 reward from the newest season, it has been doing pretty alright. It has no issues getting 250K items with adds, and most commonly goes for 300K items such as Fiasco or Hammerhead. It may have slightly better demand than some other minimal cosmetics due to it being a very recent item.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
