Supply is widely distributed — no single holder owns enough to register as a hoarder.
Being a furniture it already experiences low trading, coupled with it being from a relatively less popular season supports this change. Along with the other items from this season being at very rare already (such as Waving Flag), as well as it having a pretty similar MU count to that of 80's Cassette Table (~58 MU vs the ~57 MU Liberty has).
