The Drip Gunskin was obtainable in Season 5: "Let the Memes Begin" by reaching level 5.
Drip Gunskin hasn't necessarily improved over the last weeks, but it is just plain impossible to get this for anywhere near 13M, due to its insane rarity and offers often reach up to 15M+ as a result of this. Therefore an increase in value is needed, as it doesn't go for anywhere less than 13.5-14M currently (even then it usually goes for way more than that).
