The 80's Style Tire was obtainable by reaching level 3 in Season 23: "To the 80's" and buying it for 20K cash in the garage. The tire was only available during Season 23.
80's Style MU has risen up quite significantly when it was first put to extremely rare. With it now having a MU of ~115, and quite a high copy count of around 10K, which makes it by far the most common extremely rare item, and therefore unfitting of that rarity, hence it should be dropped to very rare.
