The Snowstorm was obtainable in Season 1: "New Beginnings" by reaching level 5.
Snowstorm is a very hard item to find in trading, despite its currently MU count of ~150 (which is quite a lot for a very rare item). This is in turn due to it being hoarded, which means that majority of the copies are held by a small group of people, limiting the amount of copies that are still in the market, in turn making it rarer to come by.
