The Buccaneer was obtainable in Season 27: "A Pirate's Treasure" by reaching level 8.
Buccaneer's current MU count is at ~450, which is a bit higher than other uncommon textures (like Aurora or Road Hazard), however its pretty similar to other uncommon items (such as Hatch Voids or Rollerblade), as well as it being a lot lower than other common textures.
