The 5Star was obtainable by reaching level 45 on the police team in OG Season 1. Alongside that you needed to buy it for 10k cash.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
5Star is purely looked for by collectors, however even those refuse to give 3.5M for it most of the time. This is even more true with normal traders, as most of them trade it away for 3M, sometimes even less than that due to it simply not being able to get more than that.
