The Rally rim was previously available in the Tier 3 safe (which costed 35k per safe), however it's been retired and now it became a limited.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
Rally being a somewhat old rim, is quite difficult to find. It's rarity is on par with other items at rare such as Propeller.
