The Radioactive was previously available in the Tier 5 safe (which costed 100k per safe), however it's been retired and now it became a limited.
Supply is widely distributed — no single holder owns enough to register as a hoarder.
Radioactive after being retired for some time, is no longer on the same level of rarity as most 250K radiants, Python or P-100i. With a MU count of ~181, its much more similar to other uncommon items (such as Campout), than it is to other common ones (like Reactor).
