Supply is widely distributed — no single holder owns enough to register as a hoarder.
Aeroblob is the most common item from the Tier 5 safe, having a 40% chance of dropping. Its not particularly wanted by anyone because of the fact that you can very easily get it from just one safe, making trading for it very pointless and unnecessary (unless you want to save yourself 100K cash).
